Welcome Center from Vista

This is the Welcome Center like the one in Windows Vista,the current version is kinda old and needs some serious updating, i now have some time to do this and will be working on this in the meantime, it will have cleaner more refined Aero Glass, and transitions like that of the Original Welcome Center. also, the ability to change from Aero to Vista Basic
